Philip James Bailey was an English poet. Bailey was well-known exclusively for his work, one voluminous poem Festus. And he was often regarded as the father of the 'spasmodic' school of poetry.

The original version of Festus was printed by W. H. Jones in Manchester and published anonymously by William Pickering in London 1839. Although there have been many changes to the poem, Festus is still considered as a singular example piece nearly completed in its earliest time but never reinforced by the later editions of its author. Bailey's poetic power in his later achievements and additions were never the same as in his first edition of Festus.
